Been there. Complaints to DOB are usually ignored, we know that. Perhaps another way to go is to contact the insurance company for your building. They probably don't know what is going on. Maybe they will tell the insurer for the offending contractor that there is a problem that they may have to pay for.
Contractors don't give a damn, they are insured. It's not their mony.
Wish I have tried that before our foundation was damaged.
Give it a shot. You never know. If it works, post it here.
